Our Model for Change
How we make AI serve everyone: understand where each ally starts, clear what stands in the way, and act together so what works can spread.
Progress needs three things
Whether an organisation can take part in shaping AI comes down to three things.
Motivation
The will to engage: seeing what AI could do for real problems, wanting to be part of the change, trusting the people you would do it with.
Capability
The knowledge and skills in hand: technical expertise, a deep understanding of a sector or a community, experience of working across organisations, a grasp of the ethics.
Opportunity
The structures around you: platforms to collaborate on, funding, supportive policy, networks that connect you to partners.
Everyone has a different mix, and the mix is what we work on. Every part of the model below comes back to these three.
Where people start
Different mixes of motivation, capability and opportunity give eight starting points. Each has strengths the others need.
Skeptical Spectators
Have not yet seen what AI could do for their work; see risk, cost or distraction.
Eager Explorers
Early in the journey and energised; looking for guidance and for others who have done it.
Latent Luminaries
Strong technical skills, not yet turned to how AI serves society.
Capable Catalysts
Skilled technologists keen to help, in search of partners and settings to do it in.
Watchful Wardens
Stewards of funding or impact channels who want proof and safeguards before they move.
Aspiring Accelerators
Have the means, funding or channels, and want AI to deliver for their communities.
Dormant Dynamos
Equipped to lead, but see little reason to leave their established paths.
Transformative Trailblazers
Combine skill, means and commitment, and show the others what is possible.

What gets in the way
Collaboration across sectors fails in predictable ways. We have named six, and the remedy we build for each.
- Scattered innovation A clear staging areaChange-makers work alone and cannot see each other. We rally them to one shared, visible banner.
- Risk aversion Safe experimentationFear of failure blocks new ideas. We make protected spaces to try them.
- Power imbalance Equal partnershipOne partner holds the controls and the others lose interest. We structure decisions so every partner has a real voice.
- Paralysis by committee A mandate to actPleasing everyone helps no one. We start with willing partners under a clear charter and keep the door open.
- Metric misalignment Outcome focusWhat is easy to measure gets measured. We measure what matters to the mission.
- Champion dependency Distributed leadershipProgress rests on one person and falters when they move on. We build networks of allies so the mission outlives any one of them.
Each pair as a story: how the barrier starts, unfolds and ends, and what changes →
How we work: Collective Design
Collective Design is our practice for ethical innovation at scale. It starts with real human needs, shapes solutions through rapid prototyping and feedback, and coordinates allies across sectors so what works can spread. It keeps innovation human-centred and adaptive, and keeps the collaboration behind it systematic and sustainable.
It joins two proven practices. From design thinking: understand the people you are designing for, define a problem worth solving, prototype, test and refine. From collective impact: a common agenda, shared measurement, activities that reinforce each other, continuous communication, and a backbone that supports the whole.
Its principles: start with real human needs; bring diverse perspectives together; learn through practical action; evolve on feedback; aim at lasting, systemic change.
What we do: Spark, Sculpt, Steward
Three kinds of action, each raising motivation, capability and opportunity in its own way.
Spark
Capacity and community
We bring people together to learn, share and build confidence with AI. Communities that understand what AI can do drive innovation that serves them, and working this way takes new skills and new mindsets.
- Hands-on learning across sectors, with tech partners helping everyone get comfortable experimenting
- Stories of success that show what is possible and guide others
- A community of pioneers who support each other and inspire the next
Sculpt
Tools and techniques
We build practical solutions that work for everyone and that others can build on. Community insight, public-sector reach and technical know-how together unlock what none of them can alone.
- Collaborative development with cross-sector partners, around real community needs
- Reusable components and shared infrastructure, designed to be adapted
- Missions that rally allies and resources behind public impact
Steward
Assurance and inclusion
We make sure good ideas spread safely and inclusively. Without stewardship, even well-meant AI has unintended consequences, and safeguards have to be practical to be used.
- Practical standards for responsible innovation, and frameworks that let solutions scale safely
- Pioneers willing to test and adopt promising solutions, and partners ready to back them
- Pathways that carry what works to wider use
How it adds up
Each kind of action feeds the three things progress needs, and each success in one makes room for the others.
| The three things | Spark | Sculpt | Steward |
|---|---|---|---|
| Motivation | Shows what's possible and builds excitement | Demonstrates real progress is achievable | Builds lasting trust and confidence |
| Capability | Builds practical understanding through shared learning | Combines technical and domain expertise | Creates frameworks for responsible practice |
| Opportunity | Creates spaces for cross-sector connection | Builds shared infrastructure and tools | Trusted, inclusive practices unlock new options |
Partners gravitate to different kinds of action, and that is by design. Some spark connections, some build, some steward. Together it is a balanced ecosystem where each contribution strengthens the whole.
